The silver one because the statement on the gold one tells the truth because on of the statements has to be true therefore saying that the dragon is in the silver box is a lie
The silver one because:
If the silver one is the one with the lie, then it means that the dragon is not there.
If the gold is false then it means that the gold says is false, which can only mean that they are both lies, so the silver one still doesn't have the dragon.
